Saudi Arabia National Spatial Strategy & Planning Act

IBI Group has been retained by Saudi Arabia’s Ministry of Municipal and Rural Affairs (MoMRA) to review the current planning regulations and standards, and develop a National Spatial Strategy (NSS) and Planning Act for the Kingdom of Saudi Arabia. As part of the National Transformation Program, the NSS will guide a fully-fledged strategy for all of its urban policies across the country.

Supporting Crown Prince Mohammad bin Salman bin Abdulaziz Al-Saud’s Vision 2030, the National Spatial Strategy (NSS) & Planning Act will help Saudi Arabia move away from oil and towards modernization and diversification as part of its National Transformation Program. This spatial framework is an ambitious, yet achievable, blueprint that will reshape the entire country, border to border, and guide all of its future growth.

Part of the plan will involve and integrate key Saudi agencies, strengthening the coordination between urban development and transportation planning groups on all levels. Led by IBI Group, the Strategy was built through five months of stakeholder engagement, including 50 meetings and 20 workshops. Its policy objectives include creating a high quality of life by creating livable, safe and walkable communities through preserving natural and cultural heritage, while supporting growth and development in all regions and rural areas.

The NSS outlines new methods for a global context, understanding Saudi Arabia’s governance model & opportunities for dialogue, enabling the transition, guiding spatial development by investment & delivery, and finally monitoring this change and evaluating the process.

In addition to the National Spatial Strategy & Planning Act, IBI Group has also been retained to develop a sister study for Saudi Arabia’s Integrated Transportation Urban Plan (ITUP) to further support the National Transformation Program and Vision 2030.
